What is the PPWR?

The PPWR (Regulation (EU) 2025/40) is the European Packaging Regulation. It replaces the old Packaging Directive (94/62/EC) and applies from Aug. 12, 2026, with further requirements phased in toward 2030 and 2038. Unlike a directive, a regulation works directly in all member states, so there is no national transposition that leaves room for differences.

The PPWR sets requirements for all packaging placed on the EU market: recyclability, minimum recycled content in plastic, packaging minimization, restriction of substances of concern (PFAS and heavy metals, among others), labeling with material and waste sorting symbols, and producer registration.

PPWR ≠ CE marking: CE is about product safety; the PPWR is about the packaging around it, with its own requirements and its own deadlines.

For whom.

The PPWR imposes obligations on virtually every link that puts packaged products or packaging on the EU market:

  • Manufacturers of packaging and packaged products (in the EU)
  • Importers of packaging or packaged products (in the EU)
  • Distributors/retailers (resupply within the EU)
  • Fulfilment service providers and providers selling remotely to EU consumers

The role you play determines what obligations rest on you, and in practice, one company often wears several hats at once.
